Provides for the deeming a health care facility ineligible for a certificate if it fails to take reasonable measures to ensure that it not is involved in the discrimination of the type that is required by this act, including the payment or refusal to pay for medication related to a disability. Provides for a waiver of the filing of such a report for an individual whose age or mental or physical incapacity prevents him or her from making such a decision. Provides for the filing of reports by health care facilities for the purpose of preventing discrimination but without a fee for each report and does not require individual to return to his or her facility for such a report. Provides that no person, except a parent or guardian or an individual who may make a certification within 1 year of his or her arrival in the state, may be assigned to any unit of a health care facility until such individual has filed a complaint with such office.
